Project description

The Schleswig-Holstein Tourism Strategy 2030 forms the basis for the strategic development of tourism in Schleswig-Holstein. It was adopted by the Schleswig-Holstein state parliament in April 2022 and places a clear emphasis on sustainable and responsible quality tourism. The core objectives for tourism in Schleswig-Holstein are defined as quality growth, sustainable development, public acceptance of tourism, and employee satisfaction in the tourism sector. The strategy serves as a guide for tourism stakeholders in the state to work together and is also aimed at policymakers, government officials, and residents.
A key component of the strategy is a key-performance-indicator-based measurement system designed to track the strategy’s implementation progress and success and to report on them transparently. To this end, a set of key performance indicators was defined for each of the three target areas during the strategy development process; these were integrated into the implementation management framework by the Ministerium für Wirtschaft, Arbeit, Verkehr und Technologie des Landes Schleswig-Holstein (MWVATT) upon the strategy’s adoption. The DI Tourismusforschung provided scientific support for the process of developing these key performance indicators in 2020.
At the request of the MWVATT, the key performance indicators were to be reviewed in 2025. This was prompted in particular by the desire to assess the measurability of individual indicators and to define statewide targets through 2030. Another part of the revision should be to define the key performance indicators in such a way that they are measurable at the regional level as well, thereby enabling comparisons with the state level. Together with dwif-Consulting GmbH, DI Tourismusforschung is supporting the revision of the set of key performance indicators and providing scientific advice to the MWVATT. This also includes addressing issues related to the organization and communication of periodic measurements, as well as further embedding the measurement system within the industry.

Project goals

  1. Review of the defined key performance indicators with a view to ensuring that they are both sustainable and measurable at the regional level
  2. If necessary, propose alternative key performance indicators
  3. Defining Target Values for the Defined Key Performance Indicators
